An examination of the flow of information and inquiries which take place during a disaster demonstrates the need for fuzzy set theory to deal with imprecision and information overload which characterize a disaster situation. In this thesis, a framework for a fuzzy disaster response support system is developed and exemplified via a hypothesis decision problem involving response to an earthquake. As a preliminary step before model development and implementation, disaster nature and planning as well as the problem of system design in terms of the deficiencies of past practices and emerging technology and theory are discussed. A framework for a fuzzy disaster response support system has been proposed in terms of various functions. These are information organizing, need assessment and disaster response. A fuzzy mathematical model to carry out the different functions of the proposed disaster response support system is developed and discussed. The necessary tools to implement the proposed fuzzy model are consistency measure, summarization of the data and measure of variation in the summary. (1) The consistency measure is used to quantify the imprecision in the data. The procedure uses fuzzy set theory to obtain the compatibility between observed and expected data. Of significance is the fact that data can be of linguistic form. (2) The linguistic summarization is used to handle information overload. A method of computing a linguistic summary is implemented and tested. It consists of computing the fuzzy weighted mean using operations defined for fuzzy sets. Then the linguistic approximation technique is used to assign a linguistic label which describes as best as possible the weighted mean. (3) A technique to measure the variation in the summary is developed, implemented and tested. The concepts of variance, standard deviation, range are extended to the theory of fuzzy sets. Finally, the technical implementation of the fuzzy disaster response support system is described through an example. The procedures are written in FORTRAN, a high level programming language.
