The Black Sea, once a sea rich in biodiversity by the 1990s had witnessed a significant loss of biodiversity. In 1992, under the auspices of the UNEP Regional Seas Programme the Black Sea Regional Seas Programme was established. Despite an identified need by scientific studies concluded in 1996 the Black Sea Biodiversity and Landscape Conservation Protocol was not adopted until 2002, and in 2012 has still not entered into effect. However, when the Black Sea Biodiversity Protocol enters into effect it will provide the Black Sea with the necessary legal foundation and management approaches that have developed since 1992. The present article will provide a detailed legal analysis of the Black Sea Biodiversity Protocol. |
