Although several changes deal with substantive law in various areas (water/air etc.) one can especially see changes in the framework of the legal system. More than before general rules come in especially in the field of prevention of pollution. There were specific permits are still necessary (further) integration covering a broad variety of permissions with environmental impact (prevention of pollution, land-use planning and nature conservation) is the key element. Also legislation dealing with the acceleration of procedures and trimming down procedural safeguards becomes more eminent. How far can the legislator go in bundling, simplification, modernization and moderation of environmental law?
