The study addressed the phenomenon of the "smart city" and its relationship to achieving sustainable local development in Algeria, through a cross-disciplinary methodology.It also seeks to provide recommendations that will help administrative leadership identify the problems facing the implementation of the smart city project in Algeria, and thus find solutions that will help improve public service in Algerian cities. With the possibility of generalizing the results to other cities or future projects, the state tried to adopt the "smart city" project to keep pace with the global technological revolution and solve the problem of urban inflation and the resulting problems. In this context, the new city of Sidi Abdullah appeared as a platform for launching the transformation towards the smart city, but the completion process witnessed many problems and obstacles that prevented the project from being completed in the expected mannerIn light of these developments witnessed by Algeria in the field of urban policy, the study attempted to clarify the reasons for the failure and the available capabilities to achieve local development in Algeria through the model of transition towards smart cities for the new city of Sidi Abdallah and through it the rest of the country, by raising the following question: To what extent can the transition towards smart cities contribute to achieving local development in Algeria according to the new public management approach?To answer this problem, the study adopted the following hypothesis: There is a direct relationship between the transition to smart cities and the achievement of local development in Algerian cities according to the new public management approach. The faster the pace of the transition to smart cities, the more this will contribute to the achievement of local development.
To verify this hypothesis, the study relied on a set of approaches, the most important of which were a case study and the statistical approach to transcribing and analyzing the results of the electronic questionnaire using SPSS technology.
