يتلخّص مسعى هذا البحث في محاولة النّظر في واقع لغة الوثائق الإداريّة العموميّة الجزائريّة بمنهج وصفيّ تحليليّ، وبرؤية حاولت إعطاء عمليّة التّدقيق اللّغويّ أبعادا معاصرة مع الأبعاد اللّسانيّة، وهي الأبعاد المعياريّة الإداريّة والحاسوبيّة، رؤية تجاوزت ثنائيّة اللّغة والمعيار؛ أو ثنائيّة الخطأ والصّواب اللّغويّين إلى أبعاد الواقع الحضاريّ، وكلّ ما اعترى النّموذج اللّغويّ الأوّل على طول العصور اللّسانيّة والسّياسيّة العربيّة، وبعد المعالجةِ الإحصائيّة لمعطياتِ نماذج مختارة من مؤسّسات عموميّة مركزيّة، اتّضحت ملامحها العامّة بنِسب أفصحت عن بلوغ ظاهرة الخطأ ا، لغة التّخصّصاللّغويّ فيها معدّلا مقارِبا لخُمس أعداد كلماتها، وهي نِسب مؤكِّدة على ما سبق من دراسات وسرديّات عن تدرّج فساد اللّغة العربيّة، وعلى حاجة مجالها هذا لخطّة إصلاح عاجلة.
This study seeks to examine the current state of the language used in Algerian public administrative documents through a descriptive–analytical approach, adopting a perspective that attempts to exceed the process of linguistic proofreading with contemporary dimensions alongside linguistic ones. These include the rules of administrative and computational writing, while moving beyond the duality of language and grammatical rule toward broader dimensions related to the Arab civilizational condition. This is considered in light of the historical development of the Arabic language and the various factors that have influenced it throughout successive linguistic and political eras. Following a statistical analysis of data drawn from selected samples of major public institutions, it became evident that the phenomenon of linguistic error reaches a rate approaching 20% of the total word count in these documents. Such figures corroborate the findings of previous studies and reports concerning the gradual spread of linguistic, and they further highlight the urgent need for a comprehensive reform plan in this domain.
